中国交通建设股份有限公司（以下简称招标人）已中标巴基斯坦KKH二期项目，现委托中国路桥工程有限责任公司以通过公开招标方式进行该项目11,700吨桶装沥青（A包：40/50#沥青8,000吨,B包：60/70#沥青3,700吨）的采购。该项目所需设备材料采购费用由中国交通建设股份有限公司总部支付。
    CHINA COMMUNICATIONS CONSTRUCTION COMPANY (hereinafter refer to as purchaser) has been awarded Pakistan KKH Phase II project. We hereby call the public tender for procurement of 11700 tons barrel bitumen (including Package A: 40/50 8000MT Package B: 60/70 3700MT) for the above project. The expense of the equipments materials for the Pakistan KKH Phase II project is covered by the purchaser.
    1、项目概况与招标范围
采购的物资用于巴基斯坦KKH二期项目。
    1.The Bidding Scope
    The bitumen is used for the Pakistan KKH Phase II project.
2、投标人资格要求
    2.1能提供上述桶装沥青；
    2.2具有独立法人地位的制造商和经销商；
    2.3该近两年转口（或出口）销量不低于1.6万吨；
    2.4投标人无行贿受贿记录。
    2.5投标人所提供的沥青，原产地不受进口国或国际相关组织机构的限制及可能存在的限制。
    凡是在中国交通建设股份有限公司合格供应商名录，能同时满足上述要求的供应商可参与投标。本次招标不接受联合体投标。
2.The Qualification to Bidder（post qualification）
    Barrel bitumen supplier
    Manufacturers dealers with independent legal status
    Entrepot/Export trade quantity over 16000 MT in recent 2 years
    Bidder without bribery report
    The country of origin is not subject to any restrictions of the importing country the relevant international         organizations.
    The supplier on the Approval Supplier List of the purchase with the above qualifications could participate in the bidding.     Bids from joint venture are not accepted. 
3、招标文件的获取
    投标单位在中国交建物资采购系统上确认参与投标后。请于2018年5月14日09:00至2018年5月18日17:00时期间，在中国交建物资采购系统下载招标文件。
3.Selling Bidding Documents
    Bidders should be registered confirm on the CCCC material purchasing management information system. Time of downloading bidding document: from 9:00a.m, May 14, 2018 to 5:00p.m, May 18, 2018.
4、投标文件的递交及相关事宜
    4.1投标文件递交的截止时间为：2018年5月25日11:30前，上传至中国交建物资采购系统即可。
    4.2逾期未上传的投标文件，招标人不予受理。
4. Submission of Bidding documents related issues
    The deadline for submitting bids: At 11:30 a.m, May 25, 2018 (Beijing Time). The bidder shall submit electronic bidding document on the web site of CCCC material purchasing management information system.
    Any late bidding beyond deadline will be rejected by tenderer.
